Europe's Space Policy approved
Europäische Raumfahrtpolitik gebilligt

On 22 May, Ministers in charge of space activities in the Member States of the European Space Agency, and those tasked with internal market, industry and research within the European Union's Competitiveness Council, met in Brussels to adopt a Resolution on the European Space Policy. Jointly drafted by the European Commission and the Director General of the European Space Agency, the European Space Policy outlines the strategic guidelines for Europe's future activities in space. Through this document, the European Union, ESA and their Member States commit themselves to increasing coordination of their activities and programmes and to organising their respective roles relating to space.
The European Space Policy comes with the preliminary elements of a European Space Programme, which is a planning and strategic tool comprising all Europe's major space activities. The Programme supports the optimisation of public resources and skills when deciding and implementing the Space Policy. The European Space Policy aims at fostering better coordination of space activities between the EU, ESA and their respective Member States, to maximise value for money and avoid unsustainable duplication, thus meeting shared European needs. Increased synergy between civil and defence space programmes and technologies is also addressed by the ESP.
The new policy calls for ensuring sustainable funding for space applications, in particular the flagship initiative Global Monitoring for Environment and Security (GMES). It also recognises that space is a high value-adding sector, a driver for growth, innovation and employment and a valuable opportunity provider for European industry. Moreover, the European Space Policy supports e EU's external relations, insofar as the EU, ESA and their Member States will put in place a coordination mechanism to develop a joint strategy for international relations regarding space activities.

787 assembly begins
Boeing Dreamliner in der Endmontage

Final assembly of the all-new Boeing [NYSE: BA] 787 Dreamliner began on May 21 with a ceremony in Everett, Wash. "Today we begin assembling the first airplane of a new generation," said Scott Strode, 787 vice president of Airplane Definition and Production. "The 787 not only will revolutionize air travel, it represents a new way of building airplanes."
"The 787 production system is the culmination of the lessons we've learned building previous airplanes," said Steve Westby, 787 vice president of Manufacturing and Quality. "Using composites on the 787 airframe has a number of manufacturing advantages. We are able to build huge structure in just one piece, which means we essentially have six major end items coming together in final assembly -- the forward, center and aft fuselage sections, the wings, the horizontal stabilizer and the vertical fin. "
Since the 787 is assembled from these large assemblies rather than many smaller pieces, traditional monument assembly tools are not necessary. Portable tools, designed with ergonomics in mind, move the assemblies into place. No overhead cranes are used to move airplane structure. "A composite airframe also means less waste in production and fewer hazardous materials used during the assembly process," Westby said. "This is good news for the environment and for our team of manufacturing technicians building the airplane."
Although the first airplane will take about seven weeks to assemble, the 787 team looks to continuously improve flow time as production ramps up. Ultimately, a 787 will roll out of the factory every three days. The first 787 will roll out of the factory on July 8, 2007.

Dassault shows Falcon 2000LX
Falcon 2000 bekommt Winglets

At the 7th Annual EBACE Convention, Dassault announced a new addition to the Falcon family of business jets, the Falcon 2000LX. Based on the popular Falcon 2000EX, the 2000LX will feature a range of 4,000 nautical miles at Mach .80 and a best-in-class climb speed to 41,000 feet in just 18 minutes. “The range increase certainly gives our customers more capability and more efficiency on longer trips and they will surely enjoy seeing their fuel consumption numbers drop,” said John Rosanvallon, President and CEO of Dassault Falcon.
The Falcon 2000LX's new wing aerodynamics reduce drag as much as 5% offering corresponding range and efficiency improvements over the Falcon 2000EX. The 2000LX is expected to be certified by the end of 2007 and will replace the Falcon 2000EX starting with 2010 deliveries. For 2000EX deliveries scheduled in 2008 and 2009, customers can choose the winglets as an option. “We've never designed a winglet before that performs so well, so high into the drag rise,” said Joe Clark, Chairman and CEO of Aviation Partners. Some structural and systems modifications will be necessary to accommodate the winglets. Reinforcing straps will be added to the upper and lower wing panels and the servo actuator door will be reinforced. The baseline wingspan of the 2000LX will be 6 feet 9 inches longer than the 2000EX.

This is because it combines the best of both worlds - offering the versatility of a turboprop and the ability to perform short take offs and landings on unpaved runways, with the comfort, speed, and range of a business jet. Test aircraft No 1 has been modified with both a series-production conforming wing-fuselage fairing and pitot static system, and is used for performance testing and system development. The spnis now close to concluding its defined flight characteristics and stall developments. The current test aircraft will be joined by test aircraft No 3 in July 2007, which will focus on systems testing, Niall Olver confirmed.

Cessna Aircraft is exhibiting a full-scale fuselage mock-up of its large cabin business jet concept (LCC) this week at the annual European Business Aviation Convention & Exhibition (EBACE). “This is the first time we've had the LCC mock-up at a show outside the U.S., so this gives us a great opportunity to gather customer input from a European perspective,” said Roger Whyte, Cessna senior vice president, Sales & Marketing. The mock-up features seating for nine passengers, a large galley and toilet, and a representative flight deck. Specific features such as avionics and engine suppliers and final interior arrangements will not be defined unless Cessna launches the program. “We are working step by step through Cessna's proven new product evaluation and development process. The results of initial wind tunnel testing have fully met our expectations and much preliminary design work has been completed,” Whyte said. “We have received extremely positi ve reaction to the performance parameters as well the cabin design of the proposed aircraft from our customer base. There are still a number of process gates to go through before we will be in a position to take a final decision on whether to launch the aircraft.” Cessna is considering the LCC as an addition to its extensive business jet product range, giving customers needing long range and large cabin volume an option above the Citation Sovereign or Citation X.

In April 2006, Australia initiated a full examination of the Seasprite project following grounding of the aircraft due to concerns over the reliability of the Seasprite's Automated Flight Control System. The review paid particular attention to the reliability of the Flight Control System and its associated safety implications; the ramifications to Naval aviation of the project being 6 years late; and the performance of the integrated sensor system. The review examined how to resolve these issues so that the best possible capability can be provided to the Royal Australian Navy. After detailed consideration of the issues involved, the Government has decided to continue the Seasprite project, subject to satisfactory contract arrangements. The return to flying will involve a series of controlled steps to assess the contractor's performance, and to ensure the safety, performance and reliability of the Seasprite.

Irkut revenue reached its historical maximum and amounted at USD 832.1 million, an increase of 17% in comparison to 2005. Revenue growth was mostly due to the increase in the volume of works under two main contracts (the contract on replacement of 18 India-based Su-30K fighters with newly produced Su-30MKI versions and the licensing agreement). During 2005-2006 Irkut produced 12 Su-30MKI fighters under the replacement contract, but, following the receiving party request, the deliveries were moved to 2007. Thus, revenue was recognized in full. Also, Irkut was actively realizing its licensing agreement. In 2006 we delivered 15 semi-knocked-down kits, in comparison to the previous year, when we delivered 8 kits in all. Besides this, revenue growth could be explained with the growth of works carried out by the Group's subsidiaries. In particular, Beriev Aircraft Company carried out the works for USD44.4 million, Russian Avionics Design Bureau executed works amounted at USD 49.3 million. Revenues of other subsidiaries were USD52.3 million, compared to USD61.2 million in 2005. Revenues of subsidiaries presented here are shown net of internal sales.
